The Case for a 'Repeal Amendment'
Virginia will consider proposing a constitutional amendment that would allow two thirds of the states to repeal a federal law.
In its next session beginning in January, the legislature of Virginia will consider proposing a constitutional "Repeal Amendment." The Repeal Amendment would give two-thirds of the states the power to repeal any federal law or regulation. Its text is simple:
"Any provision of law or regulation of the United States may be repealed by the several states, and such repeal shall be effective when the legislatures of two-thirds of the several states approve resolutions for this purpose that particularly describe the same provision or provisions of law or regulation to be repealed."
At present, the only way for states to contest a federal law or regulation is to bring a constitutional challenge in federal court or seek an amendment to the Constitution. A state repeal power provides a targeted way to reverse particular congressional acts and administrative regulations without relying on federal judges or permanently amending the text of the Constitution to correct a specific abuse.
The Repeal Amendment should not be confused with the power to "nullify" unconstitutional laws possessed by federal courts. Unlike nullification, a repeal power allows two-thirds of the states to reject a federal law for policy reasons that are irrelevant to constitutional concerns. In this sense, a state repeal power is more like the president's veto power.
I think I like this idea.

To The Geniuses Fretting Over Christine O'Donnell
Randall Hoven at American Thinker has some pretty good history lessons for you.

Assume the geniuses are right. In fact, assume the worst case: O'Donnell loses the general election and the Senate ends up 50-50, with the tie-breaking vote going to Joe Biden. If we wing-nuts hadn't screwed things up by electing O'Donnell in the primary, the Senate would be majority Republican in 2011-12. How much better would a majority-by-one outcome be?
We do not have to hypothesize such a situation. Exactly that happened in 2001. And this is what happened: Jim Jeffords, nominal Republican, left the Republican Party to caucus with the Democrats, putting them in majority control for the remainder of that Senate term.
Jumpin' Jim had gone through an election just eight months prior to his defection. All that time, the geniuses told us Republicans to support guys like Jeffords. He's running in Vermont for goodness sake, whaddya want? You can't expect a Jim DeMint Republican to win in the Northeast. We need such "moderate" Republicans in order to control the Senate.
January 2001 was the first time in 46 years that the President, the House and the Senate had been Republican. That state of affairs lasted from January 20 to June 6. After that, meaning after Jumpin' Jim's jump, the Democrats controlled the Senate and blocked everything that might have been worthwhile coming from the Republican House and ready to be signed by President Bush.
When we really, really needed him, Jumpin' Jim jumped. To be clear, all of the good do-bee Republicans who supported our "moderate" Republicans from the Northeast still got screwed. They lost the money they sent him and lost the Senate anyway. Strike one.

I was green about it too.
I figured while it burnt I may as well use the flames for something constructive.
So I burnt it in a grill and cooked bacon with it.
I let the bacon grease drip all over the Koran.
Then I pissed on the ashes of the Koran.
Just to ensure the flames were out.

Beware Islamic Terrorist Hay Bales
Former member of ELO killed by hay bale while driving
A former member of the band the Electric Light Orchestra has been killed by a giant hay bale which rolled out of a field and landed on his van as he drove.
Mike Edwards, 62, was a founding member of ELO and played cello with the group from their first live gig in 1972 until he departed in January 1975.
He quit to become a Buddhist and later changed his name to Deva Pramada because of his religious convictions.
His eccentric cello playing - including plucking the strings with an orange or grapefruit - and bizarre costumes were a major ingredient of ELO.
He played cello on albums ELO II, On the Third Day, The Night The Light Went On (In Long Beach) and Eldorado.
Mr Edwards died instantly when he was hit by the bale which weighed nearly 700lbs.
He was driving along a road when the bale careered down a slope in a field and flipped over a hedge - smashing down onto his roof.
The circular bale is believed to have been in a steeply-sloping field beside the road when it somehow rolled and jumped 12ft to 15ft into traffic.
He said: "This was a tragic accident and we have now identified the victim as Michael Edwards, a founder member of ELO."
"We have used photographs and YouTube footage to identify him but we now need help contacting his family for formal identification."
This is precisely why I don't drive vans near hay bales after being a member of a 70s rock band.

Butts Arrested in Boob Murder Case
POTTER TOWNSHIP, CENTRE COUNTY - Police have arrested a third person in connection with the murder of Samuel Boob.
Boob was shot and killed at his home in Potter Township, Centre County, on the morning of August 23rd, 2009.
Kermit Butts, 26, of Madisonburg, is accused of driving the suspected killer to and from the crime scene on the morning of the killing. He was charged with aggravated assault and assisting a murder suspect and placed in the Centre County Prison.
Police believe that Butts drove Ronald Heichel to the Boob home and picked him up later in the day on August 23rd, 2009. Police believe Heichel shot Sam Boob twice with a shotgun and killed him. Heichel was charged with 1st degree murder.
The victim's wife, Mirinda Boob, is accused of working with Heichel to have her husband killed. Police say they have text messages that were sent between her and Heichel, proving that the two were working together to kill Samuel. She has been charged with conspiracy to commit murder.
No word on whether Peter Cox had any involvement.

Gilpin Family Whisky made from diabetics' urine
James Gilpin is a designer and researcher who works on the implementation of new biomedical technologies. He's also got type 1 diabetes, where his body doesn't produce enough insulin to regulate blood sugar levels.
So he's started a project called Gilpin Family Whisky, which turns the sugar-rich urine of elderly diabetics into a high-end single malt whisky, suitable for export.
The source material is acquired from elderly volunteers, including Gilpin's own grandmother, Patricia. The urine is purified in the same way as mains water is purified, with the sugar molecules removed and added to the mash stock to accelerate the whisky's fermentation process. Traditionally, that sugar would be made from the starches in the mash.
Once fermented into a clear alcohol spirit, whisky blends are added to give colour, taste and viscosity, and the product is bottled with the name and age of the contributor.
The original idea came from an (unverified) story he heard about a pharmaceutical company that supposedly set up a factory next to an old people's home and would swap cushions and soft toys for the residents' urine. They'd then process the urine to remove the chemicals that had passed straight through the dilapidated endochrine systems of the patients, which could then be put straight back into new medicine.
The whisky, as you might have guessed, won't be widely marketed conventionally. In fact, it's more of an art piece, asking, Gilpin says, whether it's "plausible to suggest that we start utilising our water purification systems in order to harvest the biological resources that our elderly already process in abundance".
It'll be exhibited, with tasting sessions, at 100% Materials, a design and architecture event in London in September, and the Abandon Normal Devices festival in Manchester in October. If you're not keen on trying it yourself, then you can still go along and view the three films that Gilpin will be showing alongside the whisky, which each outline one aspect of living with the disease.

Man, Shot In Head, Notices Five Years Later
Polish man was drunk at New Year's party, remembered having sore head.
BERLIN — A Polish man living in Germany went about his business for about five years without noticing he had been shot in the head because he was drunk when it happened.
Police in the western city of Bochum said on Tuesday doctors found a .22 caliber bullet in the back of his head after the 35-year-old went to have what he thought was a cyst removed.
Presented with the 5.6mm projectile, the man recalled he had received a blow to the head around midnight at a New Year's party "in 2004 or 2005", but had forgotten about it because he had been "very drunk," a police spokesman said.
"He told us he remembered having a sore head, but that he wasn't really one for going to the doctor," the spokesman said.
The wound later healed around the bullet and it was not until the man decided to have the lump examined due to recurring pains that the discovery was made.
Police said they were not treating the incident as suspicious as the bullet might have got lodged in the man's head when a reveler fired a gun in celebration.
"It may have been a shot fired up in the air which entered his head on the way down," the spokesman said.
The resident of Herne, who has lived in Germany for several years, was expected to be released from hospital later this week after the bullet was removed on Friday, police said.

Minneapolis Will Pay $165,000 To Zombies
The Minneapolis city attorney's office has decided to pay seven zombies and their attorney $165,000.
The payout, approved by the City Council on Friday, settles a federal lawsuit the seven filed after they were arrested and jailed for two days for dressing up like zombies in downtown Minneapolis on July 22, 2006, to protest "mindless" consumerism.
When arrested at the intersection of Hennepin Avenue and 6th Street N., most of them had thick white powder and fake blood on their faces and dark makeup around their eyes. They were walking in a stiff, lurching fashion and carrying four bags of sound equipment to amplify music from an iPod when they were arrested by police who said they were carrying equipment that simulated "weapons of mass destruction."
However, they were never charged with any crime.

Rodents of Unusual Size ?
Rodents of Unusual Size ? I don't think they exist...
HORRIFIED neighbours told yesterday how their homes are being invaded by giant rats - including a 30-INCH LONG monster that was shot dead.
The rodents, twice the size of common types, are plaguing an estate in Bradford, West Yorks, often appearing in kitchens and lounges.
It is feared some could be "super rats" from South America.
Pictured above is a monster 2½ft rat killed on the estate.
But the shaken man who shot it in the head - 31-year-old Brandon Goddard - yesterday revealed FOUR others of the same size scuttled away to safety.
And he said: "They were more like Ratzillas than rats.
"I got out of there as fast as I could. Who knows how many there will be if they've been breeding?"
The shot rat, feared to be from a species native to South America, is TWICE as big as common British types and the largest seen here.
The residents of Ravenscliffe estate in Bradford, West Yorks, are used to seeing massive rodents that sometimes appear in their kitchens and lounges.
Even so, the new colony shocked them. Shown a picture of the dead creature, mum-of-five Rebecca Holmes, 38, gasped: "Oh my God! I've seen them as big as cats but never that big."
The estate has long had a monster rat problem. Rebecca told how her cat Marie cornered one in her lounge. But it stood and fought as it was just as big as the moggy.
A neighbour clobbered it with a baseball bat.
Dead Rats, get your dead rats. For Rat Salad, Rat Potatos, Rat Pie !

Happy Blame Some Else Day !
The first Friday the 13th of the year is Blame Some Else Day.
What a great time you can have on this day. Imagine all the problems, errors, and mistakes you could heap on someone else today. On this day you don't have to take responsibility or blame for any faux pax on your part. On the downside, this day comes as a double edged sword. While you are busy putting the blame elsewhere, someone might just be putting the blame on you!

CHEEKTOWAGA, N.Y. (WIVB) - Where did all the water go? That's what a Cheektowaga family wants to know after the backyard swimming pool drained itself dry in a matter of minutes.
Carrie Craven said, "What do I do? What do I do with the big hole in my yard and my kids and my dog and how are we, what are we going to do?"
Lots of questions after the Craven family had the fun literally sucked out of summer last week when a sinkhole opened up under their pool, sucking out all the water while children were swimming.
"They were yelling, "Get out of the pool! Get out of the pool!" Because we didn't know if it was going to fall down, if the whole pool was gonna sink underneath us," described Carrie.
Every drop of water gushed out, flooding the yard, and then disappearing into the hole.

Massive asteroid could hit Earth in 2182, warn scientists
A massive asteroid might crash into Earth in the year 2182, scientists have warned.
The asteroid, called 1999 RQ36, has a 1-in-1,000 chance of actually hitting the Earth at some point before the year 2200, but is most likely to hit us on 24th September 2182.
It was first discovered in 1999 and is more than 1,800 feet across. If an asteroid of this size hit the Earth it would cause widespread devastation and possible mass extinction.
And scientists say that any attempt to try and divert the asteroid will have to take place more than 100 years before it is due to hit to have any chance of success.
Maria Eugenia Sansaturio and scientists from the Universidad de Valladolid in Spain have used mathematical models to calculate the risk of the asteroid hitting the Earth anytime between now and the year 2200.
And they were shocked to discover that there are two potential opportunities for the asteroid to hit Earth in the year 2182
The asteroid is now behind the Sun and will next be observable only in the spring of 2011.

SOUTHERN SHORSURAK, HELMAND PROVINCE, Islamic Republic of Afghanistan — Cpl. Matt Garst should be dead.
Few people survive stepping on an improvised explosive device. Even fewer walk away the same day after directly absorbing the force of the blast, but Garst did just that.
As they swept the area with a metal detector, the IED registered no warning on the device. The bomb was buried too deep and its metallic signature too weak. Two men walked over it without it detonating.
At six feet, two inches tall and 260 pounds with all his gear on, Garst is easily the largest man in his squad by 30 or 40 pounds — just enough extra weight to trigger the IED buried deep in hard-packed soil.
Lance Cpl. Edgar Jones, a combat engineer with the squad, found a pressure plate inside the compound and hollered to Garst, asking what he should do with it. Garst turned around to answer the Marine and stepped on the bomb.
“I can just barely remember the boom,” Garst said. “I remember the start of a loud noise and then I blacked out.”
What really happened even eludes Garst. All went black after the earth uppercut him. When he came to, he was standing on his feet holding his weapon, turning to see the remnants of the blast and wondering why his squad had a look on their faces as if they’d seen a ghost.
Marines who witnessed the event from inside the compound caught glimpses of Garst’s feet flailing through the air just above the other side of the building’s eight-foot walls. The explosion knocked him at least fifteen feet away where he landed on his limp head and shoulders before immediately standing back up.
Not quite sure of what had just happened, Garst turned back toward the blast, now nothing but a column of dirt and smoke rising toward the sun.
“My first thought was, ‘Oh s---, I just hit an IED,’” he said. “Then I thought, ‘Well I’m standing. That’s good.’”
Garst’s squad stared at him in disbelief. The square-jawed Marine has a tendency to be short-tempered, and the realization that the blast was meant to kill him spiked his adrenaline and anger.
“It pissed me off,” he said.
He directed his men to establish a security perimeter while letting them know in his own way that he was OK.
“What the f--- are you looking at?” he said. “Get on the cordon!”
Garst quickly radioed back to base, calling an explosive ordnance disposal team and quick reaction force.
“I called them and said, ‘hey, I just got blown up. Get ready,’” he said. “The guy thought I was joking at first. ‘You got blown up? You’re not calling me. Get out of here.’”

Happy Birthday Bugs !
Happy birthday to everyone’s favorite cartoon rabbit, who “officially” turns 70 today. Back on July 27, 1940, Bugs Bunny made his debut in the Oscar-nominated Tex Avery-helmed short “A Wild Hare” (watch it after the jump). Though a similar rabbit character had appeared in a few Warner Bros./Leon Schlesinger cartoons over the prior two years, that little guy is mostly understood not to be an early incarnation of Bugs, whose biography claims he was born in Flatbush, Brooklyn, in 1940.
At 70 years old, Bugs is apparently taking it pretty easy with his career, having appeared in little since the underrated 2003 hybrid “Looney Tunes: Back in Action,” with which Joe Dante got to pay his biggest homage yet to the classic WB animations, especially those by Chuck Jones. But he will be returning to TV screens this fall in the Cartoon Network’s “The Looney Tunes Show,” in which he’ll be living in the suburbs with Daffy Duck as a roommate, “Odd Couple” style.
You don't look a day over 69 !
That new show has the potential to be pretty good.
Hope they don't screw it up.

Pooping Pigeons Pummel Princes
Pooping pigeons forced the Kings of Leon to abandon their St. Louis, Missouri, concert after just three songs Friday night, the rock band's management said Saturday.
An infestation of the birds in the rafters of the Verizon Amphitheatre bombarded the musicians as soon as they took the stage, according to Andy Mendelsohn of Vector Management.
"Jared (Followill) was hit several times during the first two songs," Mendelsohn said of the band's bassist.
"It's not only disgusting -- it's a toxic health hazard. They really tried to hang in there," Mendelsohn added.
Followill, who describes himself as a "germophobe," said there was already poop on his pedal and carpet when he walked out on stage.
The aerial attack began during the opening song -- "Closer" -- when he was bombed in the face. His bass tech wiped most of it off with a sanitary wipe, he said.
Excrement struck each of his arms over the next two numbers, he said.
"I was hit by pigeons on each of the first three songs," he said. "We had 20 songs on the set list. By the end of the show, I would have been covered from head to toe."
Followill said he couldn't see the pigeons above him and he had no idea how many there were.
"The last thing I was going to do was look up ... but if that was only a couple, we must have caught them right after a big Thanksgiving dinner," he quipped.
The group was determined to play for St. Louis fans even though they had fair warning earlier about the pigeon problem.
Opening bands The Postelles and The Stills came offstage complaining of getting riddled with large amounts of excrement, their publicist said.
"We couldn't believe what The Postelles and The Stills looked like after their sets," Followill said. "We didn't want to cancel the show, so we went for it. We tried to play. It was ridiculous."
Followill's mother called him when she heard from friends at the show that it had been abruptly ended.
"I was attacked, Mom, but not by humans," Followill said he told her.
I guess they found the brown note.
Having Four Wheel Drive Didn't Really Help
Mark Pawlik, 46, was walking across the North Ave. bridge and talking to his friend on the phone when he noticed a traffic light had sunk into the ground.
Just the red, yellow and green lights were above street level. He told his friend he'd call him back. It was still pouring rain, but he wanted to stop and take a picture.
A moment later a man driving a black Escalade pulled up to the intersection at North and Oakland avenues, going east on North Ave.
"The Escalade just went wham!" Pawlik said. "Everything went down. The power line went like 'pow' and then I think it was sewer water was just pouring into the hole."
Pawlik leaned over the edge of the sinkhole, which was then about 15 feet by 15 feet.
"I said, 'Hey, man, are you OK, are you OK?' "
Pawlik said the man kept saying, "What happened? What just happened?"
The driver pulled himself onto the hood and then fell down into the hole. He pulled himself back up onto the hood, and Pawlik took his hand and then his belt loop to get him out of the hole. He said he was the only person in the car.
By that time, several people had gathered around the edge of the hole.
Pawlik could see that the ground had given way beneath the asphalt and yelled at people to get back.
Pawlik said he and several others tried to reach 911 but got busy signals, so a few people flagged down a city bus and asked the driver to call in the emergency.
Police arrived and put emergency tape up, and an ambulance took the driver of the Escalade away.
Pawlik, who owns a towing company, said the hole was about 20 feet deep.

As transformations go, it's quite a turnaround. Heavy downpours in south-west England have turned the region's scorched earth into lush greenery in a matter of days. The lawns at Cathedral Green in Exeter, Devon, were left a golden brown earlier this month after weeks of blazing sunshine. But just a week of heavy rain has put paid to that and now the grass has returned to a healthy, lush green colour.
The rapid transformation has stunned locals and regular visitors to the city. Stuart Adams, reception manager at the Royal Clarence Hotel, which overlooks the cathedral, said he welcomed the rains. He said: 'We get a lot of visitors and tourists, and some commented on the brown grass surrounding the cathedral. 'The rain has brought a wonderful transformation and I'm relieved the greenery is back. It looks totally refreshed.'
Grass grows when watered.

'World's strongest ale' comes in eye-catching dead animal bottles
It's super-strength, costs £500 a pop and goes by the fetching title of The End of History - oh, and it's sold inside dead stuffed animals such as the humble stoat.
BrewDog, of Fraserburgh, Aberdeenshire, is the firm behind the new ale that's apparently stronger than whisky and vodka at 55 per cent volume.
Indeed, the brewer recommends that the tasty beverage is served in a shot glass 'to be enjoyed like a fine whisky'.
Twelve bottles of The End Of History have already slid off the production line and been placed inside seven dead stoats, four squirrels and one hare.
I guess that's one use for a dead Islamic Terrorist Squirrel.

It's Bad Enough To Be Tasered
Shot with taser ? bad.

A man was shot in the groin with a 50,000 volt Taser gun by police who wrongly believed he had been driving without insurance.
Peter Cox was given the electric shock after he climbed out of his BMW to talk to officers who had been following him.
He had a brief conversation with them but suddenly collapsed to the ground in agony when one of the policemen discharged the weapon.
With a name like that, I'm thinking he was an unwanted child.

Barefoot Bandit
So I heard about this "Barefoot Bandit" a while ago and decided to protect my home by throwing down hundreds of thumbtacks.
Maybe that's why my feet have been bothering me...

So this dick Stan Cox (heh, see what I did there ?) says we need to stop using air conditioning to stop the fantasy of Global Warming.
Well, I don't have air conditioning, but I do LOVE to waste energy.
That's why I run my clothes dryer with just a Bounce sheet in it.
I like the smell of Bounce sheets.
That's just how I roll.
Plus the heat from the clothes dryer contributes to "Global Warming" !

A Southwest Airlines employee called police after finding human heads in a package set to be transported to a Fort Worth medical research company, the airline said.
"It wasn't labeled or packaged properly," said Ashley Rogers, a Southwest spokeswoman. "They called the local authorities."
The incident happened in Little Rock, Ark., last Wednesday, she said.
Little Rock police turned the package over to the county coroner, who questions where they came from and if they were properly obtained.
Camper described the items as 40 to 60 human heads.
But Henry said they were "four full cranial specimens and 40 pairs of temporal bone ear blocks."
He identified the supplier as JLS Consulting of Wynne, Ark.
JLS's business license was revoked in December, according to the Arkansas Secretary of State's online database.
Company founder Janice Hepler did not return phone calls Wednesday. Her voice mail indicated it was full and no longer accepting messages.
But in an earlier interview with the Arkansas Democrat-Gazette, she blamed the problem on the private courier she had hired to transport the body parts.
"Nothing is wrong," the newspaper quoted her as saying. "We're providing the documentation."
But the coroner said the paperwork has "discrepancies."

The Pres is going around giving speeches about the spill.
I was thinking on the way to work this morning that Obama is a lot like a parrot.
He talks a lot but never says anything useful.
Never seems to actually do anything either.
Well, he plays golf... there is that.
OK, so President Parrot thinks NOW is a good time to peddle energy taxes ?
Oh sure, put a lawyer in charge of Minerals Management Service, great idea. Someone who doesn't know diddly about oil drilling technology.
You would think Jimmy Carter would be saying thank you.

I instructed them on 5/15/2010 that I wanted plants delivered on 5/25/2010 and they didn't bother shipping until 5/24/2010 ? I spent $141.90 for this kind of crappy service ? I will no longer bother ordering ANYTHING from this company again.
Oh and get this crap and I quote:
So which is it morons ? Does it require a signature or not ?
I am beyond disgusted.
They had over a week to get these orders shipped.
They waited until the day before they were supposed to be delivered before they shipped.
Pathetic.
Mahalo for wasting my hard earned money.
In this economy you'd think a business would do their best to get repeat customers, not to mention referrals. Well They'll get no repeat business from me and a TON of referrals for competitors.
