The National Governors Association and a group representing motor vehicle department administrators said in a letter to House leaders that the measure is a "massive unfunded mandate."
I love that statement. For decades the Federal Government under Demoncrats had issued massive unfunded mandates to the states for social engineering experiments and of course the stupid 55 MPH limit. Now that a mandate comes along that will actually help protect our country, they bitch.
